Kornelius and Aquarius, Prib. Recruitment

So, when I first got the game I didnt have the DLCs and got Kornelius to carry water in Rattay. Not that I am building in Prib. I wanted to recruit him for merchant but he says he has to deal with the water job first. Does this job ever end? Can I get him out of it? Did I mess this up already (it was so long ago I cant go back now)? Will it possibly be patched if so? Thanks.
