Reputation Lost
So new save and in the second part after running I stole some armour and clothes. Yet nobody saw me. I get into kitchen it says reputation lost, eat then head to bed - reputation lost.

What gives?!

This may help you, I used it to get a base understanding of how our conversation effects our status.

Just doesn't make sense to steal something on the third floor and some random servant in the kitchen on first floor somehow sees your inventory.

The rep loss notification can be pretty harrowing to see, but unless you are doing something majorly bad, like killing or robbing someone or just stealing a massive amount of stuff, I've noticed it tends to be 1, maybe 2 points at most which is very easy to recover from. Having the Infamous Perk really helps here, as it boosts your rep gain when low.

I believe the game is designed to punish you for crime in general, in an attempt to deter people from going on massive stealing sprees and not having any downsides to it. If what one of the loading screen tips says is correct, then the rep hit should be very minor for stealing a few things and not being caught or seen at all.

Honestly If I ever go on a hunt to steal some things, I will go to the church in said town and find the box located near the door and 'Pay for Indulgences.', this will boost your rep by a bit and really help counter any loss from stealing, and only costs around 100-200G. Very useful if you consider it raises rep with all factions inside the town, from citizens to the guards. (But not the 'countryside' factions it seems.)

Man I'd be so rich if IRL people were able to catch thieves only when looking straight at them in the act of stealing.
I'm unsure how it works in the game but the way you put it makes even less sense. Skyrim's 'greyed out eye' system is ridiculous and way too simple, let's be honest.
I'm absolutely ok with it if the AI can detect player's crimes randomly (as it's not possible for it to make proper investigations with current technologies). I like to believe this is the case. It'd be a nice compromise between realism and idiotic 'I'm safe as long as I'm unseen' idea that we're all used to in video games.

Well considering that the third floor was full of noblemen stuff don't think a coming servant would go near that floor xD

Eh, I just find some poor town you don't really do anything at for my crime sprees. Ledechko was my usual target. Eventually I just stopped trying to be sneaky about it and just massacred the guards over and over every so often and stole all their armor. Hiding it in your inn storage chest, eventually it stops being stolen and you can go sell it all. You can even train up your maintain skill by repairing as much as possible manually first. It got a bit out of hand though since the respawn for guards got weird...

You aggro one and next thing you know you're kiting 30 of them with a bow on horseback. You make tons of money from their gear though. Too bad you can't carry infinite weight on horseback anymore.

Like I tell a lot of new players, the game has more depth and realistic vibes to it than you may think. What you just said is one of the cool things that apply in game and in real life. For instance, I snuck up to a guard to act like a cat because I was bored and pulled out my sword to see what the guard would say, eventually I either had to surrender, flee, fight, or explain why the ♥♥♥♥ I had my sword out and was gonna fight them. NPCs have a mind of their own as if they were real people. It's one of the reasons it is literally the best RPG I have EVER played on any platform at any game era.

There's no need to lick KC over so furiously. It's a decent game, but still an incredibly raw, buggy and unfinished one even on v1.9.1
Because of course it's so deep and realistic when you creep into a town with absolutely no one seeing you since you weren't even staying there at daytime, clear out a smithy and leave, then next morning everyone and their dog knows it was you.

Oh is that the case? Or this is a purely hypothetical and totally ulikely situation you've just made up to overexaggerate game's issues?

Lol I got a new achievement yesterday, 7 days in Jail.
I saw some bandits fighting and galloped round them with them chasing me. I turned around thinking oh wait I'll loot the dead.
I went back and as I rode back I saw one running and hit him with my sword from horseback injuring him and he yelled guards help.
I looted the dead bandits over loaded I had to walk back to Sasua church to find lodgings when I walked in there the dreaded red coin bag appeared lol, it was panic someone had been murdered. The guards immediately arrested me I gave in hmm maybe that guy I hit was a villager oh dear I killed him.
So my point is remember everything we do the games notes those actions in our stats and in the Codex.
It took a while for the leg cuffs to go off.
Note the messages we get on the loading screen

What I find amusing is that if you kill and loot a townsperson(regardless of how private and in the dark it is), everyone just knows it was you.

But....

if you commit wholesale slaughter(with no witnesses) and looting of the guards in the same town, noone cares. Granted, everyone seems to be a bit more on edge, but you don't lose any reputation.

I have found that, if there are no witnesses and it's the middle of the night, you can knock out a townie and loot them with no reputation hit. God help you if you loot a dead townie though, witnesses or not.

What this tells me is that at least one of the devs has absolutely zero respect for law enforcement and/or the military.
