Reputation is an interesting and complex concept in this game, it is effected with things like how dirty our armor is, use the bath house or wash in tubs, watch for dirty marks, our over all presentation, hair cut shave - smell skills etc, speech levels , ontop of the buying selling haggling . Learn to read is a good start.
Use the same blacksmith merchant and bath house for a while in each township.
Don't pickpocket and steal where possible.. There is tons of methods to make money legitimately.
This will help you a little even though its old its still relevant. You can google for more..

1. Go pillaging bandit camps and fight bandits around the Neuhof area.
2. Loot as much as you can.
3. Go to Neuhof and sell everything to Zora - tip to the max.
4. Sleep 8 hours.
5. Rinse and repeat until rep rises.

Later in the story you'll have an opportunity to represent Neuhof in a horse race. Win that race, boosts rep up bigly.

Enjoy.

Patrol the roads. Near Neuhof. I met a conflict next to the forest between guards and bandits. I helped the guards, and my reputation jumped from 36 to 63.
Edit: Got another conflcit the same night. Reputation just went to 90.
Edit 2: Next afternoon bandits VS traders. Bandits killed/chased away, reputation is now 100.

All happened on a conflict spot next to the forest, there is a small 3 way crossroad.
Patrol near the Pub east of Rattay and back, that resets the conflict spot

How can you have below 100 rep in Neuhof to begin with? If you've done the Ginger mission and won the horse race for Zora, you're good for the rest of the playthrough. Nuking that bandit camp between Neuhof and Kohelnitz counts towards their rep too, so unless you've been doing mischief, you should have a 100% rep by default.

Might be a bummer but don't bother with steam achievements; you can easily hack them by installing steam achievement manager and just easily clicking a button.

It takes away all the credibility of any achievement on anyone's profile and thus makes achievements worthless outside of self gratification, but even self gratification is effected when you spend hours upon hours working on one achievement when you or anyone can just press one button.

What is it with the necros on this forum?

So you're hacker, congratulations, thats a bummer indeed, a big bummer.
From how you get the courage to advertise such a tool in any forums?!

I don't personally use it nor did I claim to, why exactly are you trying to gaslight me?

These tools should at least to be a taboo. Its ruining an entire function of Steam. And yes, shame on you for your words

Shame on me for bringing up a real issue? Are you for real? This topic might offend you but let's not ignore that it exists.
