Just lazy gamers is what it is.
Sure he gets in the way a little bit - but it isn't like real dogs don't, or that you don't have the tool(s) to deal with it.
No need to be insulting, you don't have to white knight the game. It's good, we all know this.
Right...expecting someone to interact with the dog and toggle through menus every single time they want to pick up a flower or loot something is asinine.
There is zero reason for the dog to be allowed to just walk right in front of you and stop. You cant even walk in town without the dog walking DIRECTLY in front of you and causing collision that slows/stops/alters your direction. It's bad coding, plain and simple and there is no defense you can invent for it.
Bad coding? Compared to what, to real life dogs?
Nope, I even was amazed with the dog AI at first. It's far better and more interesting than Skyrim/Fallout 4 follower system for example.
Strangely it's also far better than human NPCs in this game.
When hunting, he consistently gets in the way when trying to shoot game, and then again when trying to pick up missed arrows. This is bad if you want to shoot game yourself (level bow) or need to retrieve arrows. (low on Groshen)
But he also will fetch shot game and can even track and kill prey on his own. This is good if you don't want to level bow or just want meat. And if you are wealthy, you don't need to search for missed arrows. (late game)
I do wish the heel command would keep him just behind your left leg and not in front of you. Also, being able to issue voice commands from a distance (Skyrim followers) instead of being up close would be a welcome change.
What really bothers me more than anything is the HOWLING. In fact, all of the dogs in this game do it. I wouldn't mind an occasional howl, but canines in this game seem to howl constantly, often for no reason at all.
I have Houndmaster at max level; I don't even use the dog anymore...too much hassle.
Getting in the way and running even before your legs is rather realistic, they tend to do it if love their master.
In this case though realistic is overdone, or most likely they didn't tweak it enough
That was going to be my next mod request, lol. The freakin' dog howls every 25 seconds for 8 seconds. Even when 100% happy/obedient.
Probably gonna ditch the dude if a fix isn't implemented soon.

Wild Boar's Tusk x 1
1. Drop the wormwood and the tusk into the cauldron.
2. Boil the wormwood and tusk for two turns.
3. Leave the cauldron to cool.
4. Grind the comfrey.
5. Drop the belladonna and comfrey in the cauldron but do not boil.
6. Distill
