In addition you can 'look at' any person or animal and will get a 'Sic!' or 'Hunt' cue ... hold the key to set him on the specific target you set.
What mod could have caused this?
You have to level up hound master and use perks. and then you will get those options to sic! and Hunt!
For the record, it is NOT in the dialogue options.
The commands show up when you're close enough to an animal or person at the bottom right corner of your screen; which usually shows the dialogue options.
However, the commands are NOT in the dialogue options, but can be used using a key-bind; most likely by holding 'X' for some time.
Kinda similar when pressing "E" to open a dialogue, however the dog commands to attack or hunt are NOT in the dialogue option.

Actually the 'postures' Hunt, Seek, Aggressive, Stay, Heel, Free, Home are in the dialogues.
The direct commands - 'Hunt', Sic!, 'Fetch', 'Heel' are context sensitive according to what is under the 'cursor' (or nothing for the last).
