That's a $4000 set up. "hogging" should not happen in the first place.
To OP, cut scenes are messed, they go for 5 to 15 to 30 fps, The game is not very well optimised to say the least, and cut scenes have been like that since the get go.
Thanks! That was it! When I got to the next cutscene (currently playing Monastery section of game), it was at 30fps. In game, it's around 75fps. Settings are at Very High with textures on Ultra High. My resolution is 3440 x 1440. Weird how the cutscenese are treated differently from the rest of the game.
I'm really happy to have them no longer playing at 4fps. This issue only started after some update, but I'm not sure when, because I play on and off.
Why are you fanboying all over this game, are you being paid to protect them or what? It's a decent game, but the truth here is, that even after that much time, the game is bug riddled.
There are many real issues with KCD, and I don't refrain from pointing them out. There are legit bugs, including those that I myself tested, reported and saw fixed.
But I also have a habit of calling out ♥♥♥♥♥♥♥♥ when I see it. And what I routinely see on the forum here is whiny spoiled brats, especially those with clear hardware issues or just plain own ineptitude, ♥♥♥♥♥♥♥♥♥♥♥ and crapping on the game for no good reason.
In this particular case, Vsync=ON causing 4 fps in cutcenes is a symptom of something being wrong - and certainly not with the game, since it works fine for thousands of people, including those with similar or same hardware - and it should be properly investigated and debugged, not just swept under the rug by merely disabling Vsync, which is a provisional solution.
