I think it gives some great challenge to the game!
And they won't even eat poisoned meat, that's another flaw in their AI.
So yeah, the bandit's dogs are buggy as ♥♥♥♥.
I think this topic should even be discussed in bugs, because contrary to ppl saying they are a good challenge, that depends on when and where they are. In nest of Vipers for instance you cant even see where they are even with gamma settings making the game look terrible, they are in the middle of the forest between the threes, Im about 10-15m from them, wearing all black-gray inconspicuous and silent with stealth lvl 20 and they still can see me and make a full battalion come at me, so really ballanced.
Also, this game has the same problem I was talking about when it was first launched and they changed nothing, many places you cant see the enemies but they can see you and their archers have aimbot 30m inside a dark forest. The game so far as understand is supposed to give you options wether you want to be stealthy or brute, but if you dont have brute force and protection, some situations you simply cant escape, unless you reload dozens of times, because the patrolls keep positions you can solely kill them in stealth using bow and that doesnt happen as fast and efficient as a stealth kill. The game is so ballanced that the best combination in my view is full plate armor and bow. Just keep killing them even though they come at you and hit you.
I am full on dedicated stealth AND I have the dogs perks and the dogs see me as if they are very badly scripted to react without considering any of those factors.
Please don't get me wrong, I love the challenge, there have been times where I had to retreat from a fight and lick my wounds and I'm okay with that but this feels cheap.
EDIT;
I don't agree with the suggestion that the wildlife perk should (or whatever it is called) make them unaware to your presence as they act as an alarm and I think this is a good feature. If you are playing a stealth character this adds more challenge BUT you should have the capability of at least taking out the dogs with poisoned meat.
At the moment if I see two + dogs in an enemy camp/area I just avoid it, which is crappy to be honest as these are the areas that have more NPC enemies and provide a good challenge.

Not to mention the idea of a dog managing to stun lock a person in plate armour is just plain daft. He would simply smack the damn thing with his free armoured gauntlet not simply stand there wasting his stamina away in a futile attempt to break free.
The dog, should simply provide his master with a momentary distraction against his opponent for him to get an attack in and the dog would either be killed or knocked back/badly injured as a result. Not hold the opponent for a prolonged period of time, weave and bob and then jump back in for another stun lock. Against two dogs this is a nightmare and can potentially be a constant stun-lock which as I stated early ..feels cheap.
Okay I'm done with my little rant.

Interesting thing though is that the NPCs deal quite fast with your dog if you have the dlc. I managed to get to the highest lvl with the skill and highest obedience, and then the dog is killed (runs away) in less than 3s when you need him to stun lock them. Not to mention I've seen NPCs dogs also stun lock the Mutt (henry's dog). As always, our hitboxes are all messed up, but the NPCs have perfect aim and hitboxes to deal with them dogs.
Its about immersion dude, not about getting good. Full plate armour fighter versus a dog? Come on Dude...
For example look dogs in Rome 2 total War, they CAN be dangerous, but not really against armoured infantry and thats only logical.
