Even in Sasau, are you looking for him in the inn or the tavern? If you're looking in the tavern you're in the wrong place. The inn and the tavern are on different sides of the river.
As for the inn, there are two places to look: in the yard with tables outside, and inside the building. It's been a while, but I vaguely recall that he's at one of the outside tables. But he may not always be sitting at the same spot. Either way, the tip-off that he's at the inn is that you'll see a knight's horse standing around in front of it.
Also failed to keep up with him. Didn't help I never replaced my horse so I wasn't gonna catch him anyway. Simply went and got myself lost some more (playing hardcore and I apparently have NO sense of direction in this game). Ended up by Skalitz and just figured to keep exploring and maybe farm some loot. By chance I ran into a mine and poof. Ended up skipping a chunk of the story.
It's not hard to break this game by shear dumb luck.
