its somewhere between ds2 and ds3 in terms of NG+
the usualy mobs are the same but there are extra mobs that will be equip with random gear and will provide more of a challange then the typical mobs.
NG+ honestly was somewhat easy, but that has more to do with having good mods and being climitized to the style of gameplay

in a recent update they made it that using these mods also increse the speed in which weapons level up. you can easily get all the weapons to 15-20 if you are using these mods, if you are playing as a jack of all trades. you might have to look up the location of the one for staf/onehand/heavy weapons, as its kinda tucked away in a corner by some staircase.
Enemies will have appropriately more HP and will deal disappropriately more damage in each playthrough. I was hit for 900 damage by a liquidator rig in Toxic Waste Disposal area at NG+++. Some of those special enemies can combo you for over 1000 damage.Highest single damage I have seen was a Firebug stomp that I failed to dodge that hit me for 1050 damage.
I greatly enjoye The Surge and plan to finish NG+++ but since there is no point playing further, no more upgrades, I will wait for DLC or next game from Deck13.
If it continues like this then I'll be happy.
It was the Bloodied Proteus in the area where the entrance to the underground sewers is hidden behind boxes. I got a v1.0 of a Proteus in R&D, the one before working around to the office Maddy is in.
The Bloodied Proteus in R&D is supposed to drop a v2.0 but I got his body armour, perhaps that's why, as I cut the NG+ ones weapon arm off this time.
You can fight him as many times as you want - just go back and farm him for all 4 armor pieces AND the weapon. :-)
I haven't seen the patchwork zombies using an MG Judge yet - plenty of them use the MG Adjudicator, but you can tell the Judge (and Judge 2.0) from the glowing blade projected from the axe's head.
I found one in Central Production B that would reroll his gear every time I reloaded my game, so I reloaded a bunch of times trying to get a Spitfire Rod - I did eventually get the Spitfire, but it took 75+ reloads to get it, and I logged everything I saw it carrying.
The only weapons that I didn't see were any of the v2.0's, the Vibro-cutter, Volatile Spectre, MG Negotiator, Equalizer, MG Judge, and Claws of the Gestalt. The Claws I didn't really expect to see as I suspect it's technically a v2.0, and I was suprised not to see an MG Judge, but I figured given enough reloads it probably would have showed up eventually.
I could have farmed the Blooded gear in R&D but the armour and weapon didn't really interest me, I don't use either the armour or One-Handed weapons.
Wow you've way more patients than me, 75 reloads? Would it not just be quicker to get Spitfire Rod v2.0 from Big Sister? I have 2 now. I'm unsure of ordinary weapons having a v2.0, the Volatile Spectre is a pickup and they don't register in NG+ I found, although I suppose the SpectreBite could have a v2.0 as it's wielded by enemies.
Usuall Judge can be cut off of second 'captain' that guards lift to Nucleus paired with goat-bot to have both on same cycle.
