You mentionned Frontier Rider... The set can vary depending of the modifiers you use too.
If you don't use any, I would suggest the Asclepius set[thesurge.wiki.fextralife.com].
The reason is, that the Nanite Masses, once belittled, will do 99% of the time the same attack ; an horizontal slash. The ting is, regardless of the Nanite Masses aim, you can interrupt it by doing a counter-attack (block jump/duck attack).
Doing so will stagger the nanite masses and gives you energy for it. Since the nanite masses can't die if you don't overcharge them, you can get as much energy as you want before killing them.
So, with a set that uses the medi-voltaic implant, it's for me, the best to use against nanite masses.
I haven't really experimented with Asclepius but it would probably also work with a similar strategy to the Crysallid set.
Personally I'm not a huge fan of the Goliath sets, they have some interesting set bonuses but the high core power requirements (and requirements for specific implant sets) mean they aren't that great until you get into NG+ or even NG++.
The same gear set and same weapon type like Valkyrie vs Claw of Geltal different is HUGE, with Val I got 327 attack and claw give me 680....I have to gave up the cool looking weapon and stick with that dam Claw! Same for Codename: Moonlight vs MG Judge v2.0, Codename: Elise vs Reaver
For the Frontier Riders stuff? I go in with the Stealthy Assassin set most episodes, though it's not as practical in the last few with the halved robot zombies and especially the Masses.
It really does depend on one's playstyle, what the best gear set is.
It also amplifies damage when energy is high, so it can be quite useful.
I like this one too, it's very useful for extended fights with bosses, the quick stamina regen bonus is quite useful.
