with a slow weapon like single rigged/heavy duty the rhino is pretty crappy.
overall for the start i say lynx is flat out the superior set as you can complete it right away on the frist 3 enemys you run into.
plus the fact that single rigged is the most available and also strongest weapon type till you defeat the 1st boss and even later for some other weapon types. you can get 4 different single rigged tools before using the train for the first time. all other weapons are limited to 1 or 2 (only one handed).
it doesnt matter in the long run. but lynx can carry you trough the whole game while rhino is for certain to be replaced sooner or later.
no clue why the devs made the lynx set so strong. its bonuses are imo way too good for a starting set. i expected other sets to be even better but most just where not. it takes till very end of the game to even find better operator sets which sucks.
armor balance is something the devs really need to improve on for surge 2.
I made a build for the RHINO gear : https://thesurge.wiki.fextralife.com/RHINO+set+and+fire+weapons
I explain in detail everything there is to understand to make it strong. I believe this is one of the strongest builds out there.
If you wanted to play with it, I'm sure you will find all the answers here.
