There are basic 2 conditions to get parts and blueprints, but at your point of the gameI think you already know about them.
1: You have to perform a finisher on an armored (Yellow) body part
2: You have to damage it enought before you perform the finisher.
You start the game with only arm and Leg blueprints, and you have to get the rest of the blueprint from the enemy. (The starting classes are not important in this case). As there is only 1 normal Rhino enemy with random body parts, and two special ones, in the first area there is a posibilitie you just might have not encountered one with those pieces of armor yet.
But Im more or less sure you know this.
It might be a bug, In that case, devs come to the forum from time to tome to help people.
Just for fun, did you try to start a new game and test if the finishers work normaly there?
For your specific example, you need to fight an enemy that has Rhino body armor and target their core. Hit them until [e] (or whatever your bind is) shows up, then initiate the finisher. You will cut their torso in half and scavange that part.
Also, it's worth mentioning that if you don't understand this part of the game yet, you get Mark I, II, III etc parts for weapons (tungsten parts) from cutting off enemies arms which are holding those weapons.
edit: also, I've noticed from various people playing through the game that just because you targeted a specific part does not mean you will be able to cut it off. You can target a left arm, for example, and spend half the fight against that enemy hitting their right or core, accidentally. As such, there's a much lower chance of being able to do a finisher where you cut off their left arm.
If ythis stuff doesn't work for you let me know, core level 40 is pretty far and you should have figured this out already.
edit2: you know, now that I think about it, Rhino armor in general isn't something you should care about. Lynx is by far the best for legs, Rhino is great for arms (if you balance out the other arm with an armor part that increases speed), yet is bad for legs and body. It has higher armor value in general but IMO isn't worth it, since armor has diminishing returns. Don't use Rhino for body armor, just for arm armor. Wehn you start getting elite hazard then start switching things outl.
