Months after the game , what is Surge ? Project Resolve and Utopia ? (Spoiler)
Is there any concrete answers of what caused the Surge ?
What exactly is project Resolve and Utopia ?
This game needed a Codex or something in your inventory.

I've just finished the game on my Ps4 and some many questions left unanswered.

The game tells you exactly what Projects Resolve/Utopia are. Collect all the audiologs, watch all the TV spots and talk to everyone and you'll have the answer, but in a nutshell: Project Resolve is the collective name for a bunch of satellites that CREO launches into space to fix the atompshere by chemically reseeding it. It's taking too long and is considered a failure, so Utopia (Basically Resolve 2.0) is developed which uses Nanites instead of chemicals. Utopia has the unfortunate side-effect of being extremely dangerous, with the potential to kill off 95% of the world's population. Oops.

It's never really explained what "The Surge" actually is, although it's hinted to be several different things - But there is a story DLC that was announced some time ago that will hopefully fill in some blanks.

Everything but how the Surge took place is explained.
Scientiests went crazy, that's what it is, they created an AI and they createt Nanites that can form everything you want. Then you have the bafoon who wants androids to be the next superior race and in order to get there the AI is going to whipe out humanity with toxin spread through Utopias missiles (Resolve did the same but "supposedly" by accident and not as fast as Utopia which basicly kills off more then 90% of all human beings in a matter of days).

The surge is what remains unknown, but unlike Resolve/Utopia, beyond the "surge" happening, there's not much to even try to put in place about it.

It could have been the facilities AI trying to save a vote, stoping the Nano-Machines, corrupting everyone to allow someone to function without being affected. Could have been the Nano-Machines becoming self-aware, siphoning all information/minds to ever improve itself.

Who knows, all we know is a surge happened, and everything went down hill, so with all luck, the announced DLC helps out with it. Everything else is pretty much clear (few parts are missing, but its pretty much explained once in a datapad), so we'll see.

The surge seems to be a hacking attack that was suposed to lead to the consequence that UTOPIA will be launched at any cost. It has probably been launched by one of the Chairmen that was for UTOPIA and against Resolve. However, Resolve was the first project that was meant to fix the atmosphere by using chemisty extracted from poisonous plants. Unfortunately, the effect was too slow and aside from that, the toxic components caused the world from suffer from disabilities. Warren for example lost his legs due to Resolve. More and more people are getting crippled by it. So this is, why Resolve was considered a failure.

UTOPIA on the other side is basicly a reboot of humanity. An massive upgrade that is capable of surviving this apocalyptic world. The nanites in the rocket are nano-organisms that are devouring the host and transform them into those beasts that you encounter in the Nucleus. So they eat the flesh and replace it by more nano-mass until you have completely transformed. And as you can see, after this process, they are not human anymore.
