Seriously, I was interested in Nioh too, but seeing an almost nonexisting PC port, it totally killed my intention to ever buy that game. Personally I am not supporting devs who aren´t willing to properly program for PC.
Start with one and play it a bit, then get a refund and try the next one.
Pick your favorite now and get the other later if you're still interested in it.

***IMO, steamdb.info is amazing for not only price watching with historical and multi-regional price data, but also finding exactly what is on sale and for how long.
Also, The Surge has a demo while Nioh does not.
I'm not a fan of demos in general for a variety of reasons...
*NOTE: I make no claim that the following apply to the demo for The Surge, hence the "in general"*
Many are a different build than the released game (content, mechanics,and/or performance).
Some are "special" (not part of the released game, and some have additional backstory or even a prequel of sorts to the main game).
Extremely common in the past for demos to not provide the player with a good taste of the game (restrictive or selective content and/or mechanics, or simply too short).
I don't find reviews or user comments for a game to be very useful without playing said game yourself.
Why? Because different people are different.
Everyone has different tastes/preferences to gaming elements. A lot of people use "souls like" to describe both Nioh and The Surge, but what does "souls like" mean to YOU? Your answer to this question is going to be different from someone else; drastic or nearly identical is still different.

If they would care about it, there would be no need to implement in post release, just my opinion.
