Report a translation problem
The game as well says that sometimes the moveset does not allow to hit the selected part.
When i read the second hint in loading screen i started to select unprotected body parts (only arm or leg) since you get blue damage numbers when hitting them, you can easily see how you still get yellow numbers with certain weapons and combos.
So, try other combos and watch your moveset.
If you did not get parts although you focused your attacks, that is related to hit detection. The weapons do go through more than one part once they hit the enemies body. So if you attack the left arm from the right, your main damage will be focused on the right arm, afterwards the body and last but not least the left arm (which gets the lowest damage). That is also why we went with horizontal / vertical attacks instead of heavy / light (if you keep the buttons pressed, the attacks will be charged).
If the game cannot tell which part got the most damage because more parts got equal or similiar damage, you'll get a regular finisher which will cut no part.
Re-enabling sticky targeting in the options fixed it right away for me.
