One-handed: MG Centurion or Parsifal v2.0
Single-Rigged: PAX Imperator v2.0, although the Klinge Power-Grip has absurdly high damage too, despite having low proficiency scaling.
Staff: Codename: Carmina or Spitfire v2.0
Heavy-Duty: MG Judge v2.0
Twin-Rigged: Firebug Throttle v2.0
So - the answer to this question is "whichever v2.0 boss weapon you prefer", which kinda sucks, as the boss weapons, while fun, make all the other weapons more or less obsolete.
I honestly found the one-handed weapons with the Proteus armor set had plenty of Impact rating - easily enough to stagger all but bosses and armored Proteus test subjects, and if you hit a Proteus subject in an un-armored spot, they staggered just fine too, and the one-handed weapons made bossfights more or less trivial, because you weren't tied up in long animations and could dodge easily.
I've played a second game with staves, and find that they're just as good as the one-handed weapons, and some time I've spent with Heavy-duty weapons worked well for most humanoid enemies, but they have difficulty with the faster-attacking robotic ones like the Bloodhound robots. I've tried the twin-rigged weapons, but was not impressed with their damage output in the early game - in NG+ they're just fine because you're likely going to use the Claws of the Gestalt, which while it uses the twin-rigged proficiency stat, is actually a one-handed weapon with all of their combos, and the addition of the various twin-rigged combos and a heap of extra damage on top.
