I always preferred to stay at distance, provoke their 3-hit scythe combo, after which I jump in to dish out damage. When I shattered them few times and assume they can be overcharged, I dodge out of their reach, wait for their 3-hit combo and move in to overcharge them. You can overcharge them right after you shatter them but it is bit risky as hit detection is wonky and you must be very close and in right position (directly in front of it) to get the prompt to overcharge.
Combo - 2 x R2 then 1 x R1 (backward flip with fireburst) takes off almost their entire health with upgraded Firebug Throttle 2.0.
3rd floor Nucleus is a good place to practice with one right next and left from the OPS (be careful not to agro the Crysalis Trooper). They are always totally vunerable from a side attack when they are preparing to shoot the lightening, and can be coaxed into doing this attack by keeping a good distance from them.
