Release time of 12AM CEST -- 6PM EST

No. The USA is behind Europe on time, not ahead. You'll get it at 6PM on the 16th.

No, technically midnight is still the day before. At 12:01 it would be the 17th. That's how it should work anyway as we should be getting it at 11PM on the 16th in England. If it worked the other way then we would be getting it on the 15th too, but it's listed on the store page as the 16th.

12:00:00 AM is always the start of the new day. 11:59:59 PM is the end of the day before. Therefore if it's 12:00:00 AM May 16th and moved the clock back 6 hours, you get to 6PM May 15th.

Does Steam or the Dev set time zone restictions for release dates? If they do then this could be a moot point.

I would imagine it's based around the US time, it usually is. Whatever it says on the US store page would be the most accurate. I certainly won't complain if we get it a day early, but I'm not counting on it.
