Container next to OPS in R&D?

Talking about the big, rectangular container just outside the OPS station. Silver with some white fog inside it. How do I open this thing? It's driving me crazy. My proximity detector is going nuts next to it, so obviously there's an item in there. I thought I've pretty much explored all of the area, since I'm all the way to the Nucleus now...just going back and trying to make sure I pick up everything before advancing to what I assume is about the end of the game.
Anyone have any idea on how to open this sucker up?

You need to find the security rig in later area to allow you access to a security door in R&D area. Then overcharge a conduit inside to open up the display cage.

A lv30 power circuit, iirc. It's also guarded by some chyrsalises. The weapon in the container is the Codename: Carmina.
