To craft anything, you need scrap and components for whatever you want to build. If you use the crafting station you'll be able to see what you need to build something. I'm assuming you're in the first level, so if you want to build a new leg, you'll need scrap and a bunch of 'Pneumatic Helix MK1'. You can get that by severing and picking up enemies' legs, then taking them to the crafting station.
You can also see how many components you have in your inventory
Every piece of armor and most oft the implants "consume" a given amount of core power.
You have to level up at the med bay to increase your maximum. Also, later on there are implants that also increase core power.
Solution:
Go farm enemies arms and legs by targeting them in the fight and then finishing with your "slice" button when the games prompts you just before you kill them, gather that scrap, craft a second leg and arm so you can have one for each of your arms and legs.
This confused me for 2 hours at the start of the game. The developers should have made it more obvious when a piece is unavailable so you dont think you have 2 of each.
Good luck!
