Does the Question/pop quiz master pop up again if you get a question wrong?

I googled it and did what it asked but so far he hasn't popped back up, this is after killing 50 or so mobs. I left the forest went into a zone, came back out and still nothing.

you should be able to continue even if you get a question wrong.

ragtime only appears once per forest per instance of the world map. entering an inside area and then going back to the world map will reset his encounter chance and will let him reappear.

What do you mean by inside area? I went to Alexandra and came out but the quiz guy still isn't popping back up.

Any zone that isn't the world map is an inside zone.

also ragtime doesn't use the normal encounter system. you can force him to appear by lightly tapping the movement buttons fast enough that while moving in a forest you don't get the rustle effect from moving. see the video for an example:
