Partial Nudity?

I'm wracking my brain here, but when was there partial nudity in this game?

I always thought it was weird that this game got the partial nudity ESRB tag while FF8 has Siren who is even more naked and shows her blonde pubes.

look you guys do not understand that people in there underware counts at parthal nudity. look at american dad. it has partial nudity well cited as brife nudity witch is just in the opening of the show. basically showing skin is partial nudity even if a character is wearing a bikini. Fetish gear totaly counts towards this.

Trance Garnet and Normal Kuja are partially naked, Trance Kuja is plain NAKED.

Never notice it. But Trance Kuja is in CG cutscenes, is a lot more visible. Same as Normal Kuja.
