There is 6 initially, but more as you go back

You mean 9, plus one chocograph piece.
But that doesn't matter, because Mene will say "Choco says he can't find any more chocographs here" once you're done digging them up, until you get your next related powerup.

Can you go back and get the missing chocographs in Chocobo Forest when you already left Mist continent?

Yeah, you can continue to play all those locations through the 4th Disc content.
