Also even though I did all the Questions just now I did not get the protect ring, which is the reward... does that mean I should wait until close to the end of the game to "kill" him? Thats my only issue.. :(

after answering all his questions (16 of them), you'll have to encounter it one more time to get the goodies.

I got one from doing the cracked mountain sidequestie, and I use it permanently on Zidane.

Bump: I got the final question, can you kill ragtime? I chose true, and he did not give me a protect ring, is there another chance of meeting him after that? I do not recall.

You need to meet him every time you can. Which is about 15 times. Then after answering ALL the questions correctly, a 16th time will spawn him asking the only non-random question, answer that it's true you can defeat him. Then encounter a 17th time for yor percentages and the rings.

Try going in to a forest and repeatedly tap any directional button, being careful to not leave the forest. Unless they've changed it in this port, you won't have any random encounters, but can still encounter Ragtime mouse. Let me know if this works so I can add it to my guide for this port.

I think they fixed that; either that or it takes an obnoxiously-long time to work. I spent... I don't even know how long doing that in a forest, and nothing. No random encounters, no Ragtime. Just me strutting around in a forest and listening to the overworld music.
