Quina's Frog Drop will do a 9999 if you caught enough frogs to get the Gastro Fork plus two (101 in total), at level 99. Alternatively, if you have Limit Glove, you can have her cast Auto-Life on herself and hope she gets up with 1 HP, then Limit Glove will do 9999 per hit as well.
Eiko's Holy, with holy boosting equipment, should do that much damage as well or close to it. When in trance she will be able to cast it twice per turn. However you must keep in mind that you may trigger a Curaga counter that will heal Ozma by at least as much HP as you just dealt.
Garnet is not going to do a lot of damage and you should keep her buffing everyone, and healing and reviving Zidane and Eiko, if you're going for Quina's Limit Glove. Maybe cast Ark if you finished the friendly enemies encounters and have met Hades.
Make sure everyone has at least Clear Headed activated. Auto Regen works as well due to how long some animations can take. Put everyone on back row and give Zidane Long Reach, Bird Killer, and MP Attack if you're just attacking. You could give Quina the Auto Life ability but it's unlikely that it will revive her at 1 HP.
You can also always keep a member of your party at a level multiple of 5. Ozma will cast Level 5 Death if he can kill someone with it, that will waste a turn killing only one of your characters when he could cast Meteor or Flare Star and kill everyone.
Ozma will occasionally cast Doomsday. If you have finished the friendly enemies encounters (you really should go finish them if you haven't as you may have noticed), Doomsday will deal roughly 9000 damage to himself, instead of healing him for that amount.
Ozma is the game's superboss and it's supposed to be the hardest fight, even at level 99 Ozma will still wipe the floor with you. If you simply can't survive his attacks you will have no choice but to pick your best party and level up more.
