" Best " way to level?

I do not mean fastest or best grinding spots I know those up and down. Back in the day though I did the old limit glove trick to hit like 40-60 before Disc 1 was over and just stomp the yard, but now I know that the weapons and gear I think effect yours stats when leveling. So my question is when should I " power level " ? Should I wait till as late in the game as I can when I have the best gear available then power level to gain the best stat bonus? Because if so that doesn't bother me I just wish to know, I'll just have to play the game at the lowest level I can. :) Ty for any information, links welcomed.

You should stay level 1 until the end when you have all the best equipment, if you're looking for max status. If you're looking for the best equipment to use to level, check letao's guide:

Thank you. I do know about Atomos guide thanks for that, but also I found this guide. Really nice gives some of the best set-ups for stat boosting.

^ 100% agree.
Otherwise you'll end up with character's at non-reached potential. (really low outcomes)

EDIT: reading the article, I see it mentioned about Marcus's stats not being connected to Eiko's but the stats transfers to Eiko. So does this mean, if you LV Marcus to 99 those stats will transfer Eiko stats while Eiko could be at LV1?

Yes, that is how it works with Marcus/Eiko. I think you can do automatic grinding with Blood Sword you get from Stellazio Queen. Though, if you're attempting an Excalibur II Perfect Game with Max Stats I don't think you can get him to 99.

It's one of the few glitches that this game has, and it's really goofy. It technically exists with Cinna -> Quina and Blank -> Amarant too, but becaues Quina and Amarant will join pre-leveled-up if you do this, they don't reap the benefits like Eiko does who can still join at level 1. Though Xalvin is right, you cannot do this if you are going for Excalibur II Perfect Game, well... you couldn't on the original game, you might be able to pull it off using the speedhack in this game.
