Yeah no. It's irrelevant when you can buy it, the whole point of a perfect steal run is to get every item you can via steals.
Haven't you ever heard of challenge runs? This isn't uncommon you silly sausage.
This may be what you percieved thanks to rng, but the steal rates are fixed
Spirit can be ignored if you have equipped the Bandit ability, though, this makes the chance of steal always 100%. You can still fail a steal if RNG lands on an item that you've already stolen, but you will succeed at getting a chance at getting an item all the time if Bandit is equipped.
And then there's Master Thief, which raises both 1/256 and and 16/256 to 32/256 and will ignore empty slots. So if you have both Bandit and Master Thief equipped, you will get an item, every time, and will only fail when there are no longer any items to steal.
The problem before master thief is the fact that whilst you have a 100% chance to steal with Bandit, a lot of bosses have empty slots from the get go, meaning the steal rate can still be ♥♥♥♥♥♥.
