Startup loop?
Trying to launch the game, but whenever I press Play in the launcher it tries to launch the executable through Steam with launch options, which Steam wants me to verify. When I do it just goes straight back to the launcher. The hell am I supposed to do?

For some reason this game has broken a few times for people with patches that don't properly update the game. Try verifying the integrity of your game cache in the right click properties item in the game list in one of the tabs.

All files successfully validated, which makes sense considering the game's running on a fresh install. Forgot to mention I'm on Windows 10

sometimes happens to me and not only FF IX....Exit Steam Client and reload it.

For me the issue is localized to FFIX, and restarting Steam does nothing.

A fresh install of Windows? Do you have all your graphics drivers and any relevant redistributables?

Try installing all the stuff located in "\FINAL FANTASY IX\_CommonRedist" wherever it's installed.

It's not a fresh install, in fact it's kind of a ♥♥♥♥♥♥ up install. Bounced from Windows 7 to Windows 10 back to Windows 7 only to wind up back on Windows 10 again. Anyway, graphics drivers are up to date, dunno about all the redistributables. I can check on those real quick.

EDIT: Redistributables are installed and up to date.

Well crud. If everything is up to date and you verified the cache I don't know.

I tried installing the launcher replacement mod, but got caught in a different style of startup loop. The launcher will start the game executable, but then something happens and a launch request is sent through Steam, causing the game executable to exit and Steam to freak out and say no you can't do this because the game(in this case actually the launcher) is still running. In short the launcher seems to be the problem and unless I find a way to bypass it completely I'm screwed.

Yeah the last patch messed up the launcher for a lot of people (not just you, there are more posts around here somewhere) quite a few have this problem with the error about "-runbylauncher" from steam, my laptop has the same problem (but my main PC plays it fine), the only way i can launcher the game is by using the older game files (pre the last patch), 3 DLL's seem to be the problem for me, after replacing them with the old ones the game works fine again, so if you have any backup of the old game files you should be able to get it working (or if your system does it automatically with system restore, to check this go to the "streamwrapper.dll" and right click and properties and click "previous versions" and see if it saved any)
Anyway i hope this helps, the 3 exact DLL's you need from the old game are
Assembly-CSharp.dll
Assembly-CSharp-firstpass.dll
steamwrapper.dll
if you have those 3 from before the patch the game will load fine (even without the launcher if you run ff9.exe directly, but for that you also have to move the "streamingassets" folder to the same as the game.
Also i should note that since they are from before the patch it might be possible that using the old files might bring back any problems that the new DLL's fix.

Unfortunately I don't have any old files, I installed after these patches occurred.

sorry to hear that :(, if you buddy me on steam (just for now, you can delete me later), i can send you the files if you want to try it (i won't upload them publicly since they are game files and i'm not sure on rules on doing that here)

For anyone still with this problem, I found that if you try to run the FF3_Win32.exe directly from the installation folder you get a msvcp140.dll error, this error is resolved if you re-install Visual C++ Redistributable for Visual Studio 2015 (both x86 and x64). After this, the launcher worked for me
