*edit* Also, some of them are "dragon knights." If I remember right, the dragon ears are on hats they wear and not part of their anatomy.
The Dragon Knight part comes from Burmecia being the Kingdom of the Dragoons. They specialize in hunting dragons.
Rat ears, rat snouts, rat tails, rat paws, rat-based slurs, white rat fur... yep, definitely dragons.
Even if the description might be incorrect because it's technically part of a fan wiki, the gallery only has official artwork. If you see those characters as dragons and not rats, that's fine, but I really don't understand how you could.
You didn't say anything about changing your mind in relation to this earlier post:
Are you trying to do so now, or can you otherwise explain what it is that makes you think the Burmecians and Cleyrans are "dragon race?
My dude, I'm on your side. They are rat-folk, and I have no idea how you came to the conclusion that I thought any differently. The link I posted literally reinforces that point, why would I use it if I disagreed?
