Are the Burmecians/Cleyrans supposed to be rats or lizard people?

*edit* Also, some of them are "dragon knights." If I remember right, the dragon ears are on hats they wear and not part of their anatomy.

They’re rats, not a dragon race, it’s very clear in the art books and concept art, which is labeled as such. (The whiskers help too.) While “Rats” might be derogatory they are definitely rodent based.

The Dragon Knight part comes from Burmecia being the Kingdom of the Dragoons. They specialize in hunting dragons.

Even if the description might be incorrect because it's technically part of a fan wiki, the gallery only has official artwork. If you see those characters as dragons and not rats, that's fine, but I really don't understand how you could.

You need to look again. The family is clearly shown with rat ears. I already talked about the hats with dragon fins/wings on them before. Freya has that added on her hat because she's a dragon knight, as does Fratley, but you don't see fins or wings on any regular Burmecians or Cleyrans.

It alludes to the Red Mage job, which FF9 is known to do.
Freya's skills allude to red mage skills, both offensive and defensive properties (reis' wind, cherry blossom, etc.)

Unless there's something about red mages I missed in previous FFs, I would think the red colour of her clothing (and the presence of her RED hat, not including fins/wings) were representative of being a red mage. What do dragon wings/fins have to do with red mage gear?
