Report a translation problem
While I've yet to play through this version myself I've heard you can kinda get around it by going this route. Let me know if it works out for you. This way at least I know what I'm in for when I replay through it again on this version. You can read more about it in this thread.

Here's the jist of it.
1.) Navigate to your Steam Library folder and find the path to Final Fantasy IX
\SteamLibrary\steamapps\common\FINAL FANTASY IX
2.) You will see an x86 and x64 folder. Open the x86 folder and launch FF9.exe instead of using the launcher.
Be aware that this isn't a fix but supposedly it happens less often if you go about it this way. There's been a lot of discussion as to why this happens but apparently it doesn't matter what type of OS you're on nor what type of CPU you have since it affects all system types. That being the case it probably has something to do with memory if I had to take a guess.
I'm currently playing through this on PS4 and so far I've yet to encounter this problem. I wonder what they did differently with that version because I could play for multiple hours on end without encountering this irritating bug once. However the only downside is no Moguri mod and you're locked in with distracting gray bars on both sides of the screen.
TL;DR The best course of action you can take is to open a ticket to SE and hope for the best but since we're going on 3 years now with no patch to fix it I wouldn't hold my breath. Till then you're way better off emulating it imo. Or if you can't be bothered with emulation there's always the PS4 version that fixes it (at least so far in my experience) but you'll have to put up with distracting gray bars on the sides and no Moguri mod.

Given that they didn't solve it whithin 3 years I'm sure they won't solve it before I finish playing the game
