Also with how Steam handles Updates, you can't completly disable updates on a per game basis and as soon as you launch the game said game removing "update" will be upon the user. It can only be delayed via defined update time frames.
The only thing they can do now is issue a new build/ patch. But for users where the game has already been removed, those will have to re-download. So that's great currently when it's best not to unnecessarily waste bandwith.
