'SteamLibrary' is not a valid short file name.
I did remove the game and installed it, twice, still nothing. And and downloaded the Moguri Mod installer twice as well just to be sure the installer was not corrupted, still the same.
If you need more information, the first install of the FF9, I used my E: drive. When trying to install this this again now, I used the drive F: then tried the C: drive. Still both failed. And when the installer showed the popup error, then main window on the installer had this message:
Property: AI_SETUPEXEPATH, Signature: AI_EXE_PATH_LM
So, from the bottom of my heart thank you Ze Pilot and to anyone who contributed.

Btw is there a way to make exclamation points behave like in the original ? I have tried using the HideExclamations in memoria.ini sadly that removes absolutely all of them it seems not just the dialogues.

1. Install FF9 via Steam
2. Install Moguri v7.0.1 (the version with the .exe installer). This should install by default in C:\Program Files\Moguri Mod\ or something like that.
3. Upgrade Moguri from 7.0.1 to v8 Beta 4 by *carefully* following the instructions on the Moguri page (http://forums.qhimm.com/index.php?topic=19225.0 under IF YOU HAVE MOGURI INSTALLED). The important thing here is to make sure you extract the new v8 content of StreamingAssets to the Moguri Mod folder that was created by the 7.0.1 installer exe, NOT into the Steam install folder directly.
4. Run the installer for ScaledBattleUI (https://www.nexusmods.com/finalfantasy9/mods/11). Point the game install location at wherever Steam installed your game. In the next screen where it asks for the location of StreamingAssets, point it at the custom location created by the Moguri mod installer. On the last page, make sure you click the checkbox that says "Use Moguri" and install.
This worked for me, YMMV.

WRT the Beta not actually working, I compared installing the v8 Beta4 pack directly per the instructions (without the UI mod) to installing v7.0.1 -> v8B4 -> UI mod and couldn't really tell any difference, but it's possible it may not be working with the actual HD backgrounds. Having played ~14 hours in the last couple days with *no* mods, it's definitely looking better than it did before.
One other thing might be that I believe the screenshots in that thread were also using ReShade to further improve the visual quality... that may be the discrepancy you are seeing.
Oh yeah there is no questioning Moguri looks a million times better ahah. Honestly if I hadn't found about it I would have just played it on ePSXe.
I think I never Actually managed to install the Beta alone.
I always did moguri 7 then Beta. But it seems that the Beta files on top of moguri do nothing in my case :/
though I think the instructions for those that already have moguri 7 installed are incorrect :
it tells you to replace the content of the StreamingAsset folder in the game directory. I tried that and it didn't work. Instead i replaced in the moguri directory in ProgramFiles.
The final version is coming soon.
This mod has been fantastic for me. I just downloaded the installer from the Moguri mod website and installing it was super easy. Decided to leave the music and font alone. I prefer the original music, and actually like having the clearer text. It's wonderful to see the pre rendered backgrounds get such an improvement. This neural network upscaling stuff is so exciting when it comes to improving older games like this that use pre rendered backgrounds. It's amazing how good it is already.
I've been playing with this mod pretty much since I started the game again and after over 10 hours of playtime, I haven't had a single problem. I do disable the widescreen as soon as I launch the game though (alt+space).
