Edit: I figured it out - if this happens to anyone else, my problem at least was after uninstalling/reinstalling multiple times, I stopped paying attention to the install location of Moguri, and my game is installed on a different drive that Moguri was installing to. I uninstalled the mod, deleted the moguri mod folder on my c drive and FF9 from my E drive, reinstalled my FF9 backup, reinstalled Moguri to my FF9 drive, and everything works again! :)

Change the Battle FPS in the ini file, to 15 for normal speed.

I've answered this several times :
Scale UI Mod for memoria is broken beyond repair (the only case it works properly is on a quadHD monitor, windowed game in 1920x1980, any other type of configuration is broken).
If someone fix it (or do a new one, probably easier than fixing the current code), I will gladly put it inside the mod with proper credits.
I may or may not do it myself in the future, but I'm not currently working on that.
What? I played the whole game and had no problems. What is broken about it? Even if it's broken on some configs it's not even on by default so I don't see the problem with it being included.
You are not the one that have to answer all the guys trying to enable it only to see it doesn't work :)
Looking at the code, if it works on your config, it's pure luck, and probably not even as intended.
To give you an idea of how broken it is : It takes the resolution of the screen to resize everything, not the resolution of the game (I don't even understand why it does that, as the screen resolution is irrelevant).
If you are fullscreen (so resolution of the screen = resolution of the game), the computation are all wrong and the UI goes outside the screen.
It went off the screen for me but I just changed the scale to 1.75 and it went in the correct location.
It goes to one location, but that location depend of your monitor resolution. It's certainly not the intented position (otherwise, it would have been the default parameter).
The mod is broken, too many people ask me with it's broken and it's eating my free time. It's also not up to the standard of the mod, so I won't include it in its current state.

Also, do I need to close the game and re-open it any time I make a change to the .ini? For example, if I only want to speed up battles temporarily for grinding, do I have to close the game, edit the .ini, finish grinding, save, close the game, and then edit the .ini again?
EDIT: Never mind, I realized I still have to hit the proper F keys to enable/disable the cheats after making the .ini changes.
