Question about equipping and learning abilities
Some abilities that characters have fully learned aren't showing up in the abilities list.

One example is Flee-Gil, which Zidane has fully learned. Others include Bug Killer and Beast Killer, which Steiner has learned.

I was thinking it could be because they're passive abilities, but those two of Steiner's use MP, and so I think should be active abilities. Why don't they show up in the system-menu or battle abilities lists for those characters

There are 2 types of abilities " Red gems " and " Blue gems " that can be learned depending of the weapons / armors

- Red gems : give actives abilities ( like Fire / Fira / Firaga for Vivi ) and can be use in battle
- Blue gems : give passives abilities ( like Bug killer) and have to be "enabled" in the ability menu (with various cost)

OK, that explains that.

What about Thunder appearing in Vivi's abilities list when the silk shirt that grants it is equipped, but it doesn't appear in the equip abilities for him to learn? That's the opposite situation: I can use it, but I can't equip or learn it.

i didn't start the game for a while but i think Vivi has Fire, Ice and Thunder directly and doesn't have to learn it

Maybe he gets Thunder later on. When I remove the shirt that gives Thunder, the ability disappears from the Use list. But, when I equip the shirt, Thunder is available in Use but it isn't in the Equip list for him to learn.

You're only able to equip passive abilities. Active abilities are used in combat. You're able to use unlearned abilities when the right equipment is worn. When you fully learn the right skills/abilities, you can use or equip them indefinately without having to wear the gear itself.

Edit: using your Thunder example, un-equiping the silk shirt for Vivi removes the ability to use Thunder because Vivi hasn't learned the ability yet. Once he has fully learned the ability Thunder from the silk shirt, you can safely equip him with other armor without losing the ability for him to use Thunder.
