What is the best party for you?
It's been too long since I played the game to comment personally however I can say it's a critical mistake not to level Steiner and Quina. My nephew ended up having to spam phoenix downs and hope to survive until Zidane joined a certain fight.
As a result I usually end up with a party of Zidane, Dagger, Steiner, and Vivi. Although I enjoy swapping Freya in there every now and then too.
It's not that I dislike the others (seriously, is it even possible for a reasonable person to dislike FFIX's cast?), I just enjoy the others more. Vivi and Steiner in particular are probably my favorite playable characters in the game.
As for Vivi, in many ways I see him as the heart of the game. His journey to discover who and what he is, as well as his connection to certain events and characters make him thematically tied to the games story. His is a journey of life, trying to understand your purpose and coming to grips with what death means. All of which are themes that are heavily explored through a variety of characters.
Kuja and Zidane both were created for a violent purpose and finding their place in spite of that purpose is part of their characters, and trying to understand ones own mortality is a big part of Kuja's character later on. The other black mages and the genomes have dilemmas of purpose or difficulty processing death as well.
Vivi so perfectly encapsulates these themes that are a part of understanding life that I can't help but feel he's the heart of the game. Plus it's hard not to root for the little guy as he stumbles his way through life.
However those two character are maybe the weakest of the Game.
Vivi is usefull just with doomsday trick, without that he sucks a lot. Steiner is good for some ability hig HP and strongest attack ( with excalibur II, without neither that), but Frejia is better if well trained as fighter for his dragon crest ability.
Maybe Amarant is weaker then Steiner..Maybe.

Garnet and Eiko are nice, Eidolons are helpful, White Magic is definitely helpful, but they just never really found a place in my party. Vivi's Black Magic was always powerful enough, and Freya could protect us with her buffs and items are also quite viable for healing. I love Blue Magic, so I wish I could have used Quina more, but I just couldn't get into Quina as a character, a fighter, or anything really, so it just never really found its way into my party. Amarant is just the weakest in regards to pretty much everything, waste of a character slot to me.
