Only the fullscreen option can be modified in-game.
Steam also has a per-game language setting, but it seems to be ignored.

how do you toggle music? never done it before... never HAD to... stupid no control ♥♥♥♥♥♥♥♥
1.) You actually can toggle the *music* in-game on/off (mute/unmute) easily and during play. The button is next to the play button for your program. No in-game option to toggle sound effects off though.
2.) You can toggle fullscreen on/off via F and/or Alt+Enter. If in windowed mode, you can just resize the window to (probably) whatever possible size you can imagine. The game scales very well, also different aspect ratios imho.
3.) In Steam's properties window you can set the language. And this settings option *does* work just fine for me. You can choose from the supported languages listed on the game's store page. If it however doesn't work, check that in %APPDATA%\Human Resource Machine\settings.txt "language = system" is set and nothing else. (you can manually override this entirely, like "= de", "= en", "= fr" and so on.)
4.) While you can toggle music on/off in-game, you can only adjust the volume for each between sound effects and music only in the settings.txt
5.) In settings.txt you can disable vsync. Or leave it enabled. (Some games don't have a working vsync option. So this is a plus.)

And I actually like their style with not too much in-game settings. That doesn't mean it's a "mobile port" or "casual" or anything by the way. I quite often read that in a few reviews on the store page. It was first released for PC/Mac/(Linux:TBA) and later for Wii U. And I read an iPad port should follow.
PS: Isn't there a mixer app on Windows to let you set different volumes for different running applications? On Linux I hated PulseAudio, but this specifically is very nice.

(In most other types of games checking and tinkering with settings is the first thing I do, in other types of games I actually can't have enough settings to change. I love to tinker with the console in Half-Life 2.)
Oh well, they have a new game out now, maybe that's better in those regards as well. (As if :/ But I'm still gonna play the heck out of it :) )
