Since the dlc can sim all the lower leagues in other countries too, and the premier leagues on other continents, there can be like four times as many footballers in your "world" compared to vanilla and first dlc. Since foreign scouting is expensive, and not available early on, this won't help you in the lower leagues. But once you get to 1st div and premier, you can scout players from all over the world. And there can be a lot more teams interested in buying (and overpaying) your players too, at every level from amateur to the top.
So, sure you can keep enjoying with just the first dlc. But if you really love the game, you won't regret buying the second dlc as well.
For what you said, do you mean "you are mostly interested in training, but not being a manager"? Sorry I am not fully getting what you said.
Could you please clarify it a little bit? I will answer later when I get 100% of what you mean.

I think this question can lead to many answers. First of all, seems that "more DLC, more contents". I played for only the first DLC for years, with great experiences, but last DLC still gave me great experiences later. I was same as you, that I was not super interested in Manager experiences, and I loved training so much. Before I played the last DLC, I did not like to jump between clubs. I just wanted to stay in my original club and make my training and build development.
However, in the last DLC, I may also stay in my same club if I want. This might not be an answer to your question, but I just leave it here as this is what I thought.
Also, in my opinion, the training elements in the last DLC can be "more", because the "manager abilities" can lead to more functions for you to make on training, and also, the functions of speeding up individual training, speeding up injury recovery, choosing specific positions of youth academy players, etc. Btw, it was a long time ago when I firstly saw these functions, so I kind of forget were they specifically from the last DLC...
And for what Pena said, I am not very professional on that point, but I think that is a very good point.
Plus, if you are an achievements seeker, I believe as soon as the game released the last DLC, the game's achievements number went to totally 115 automatically (whatever you have the last DLC or not), so if there is no last DLC, you won't be able to achieve them all.
