AFAIK It works by unit, not by percentages.
You can test it yourself by just comparing your AR in menu before and after you equip Havel's Ring. I think it will actually reduce the AR provided by Flynn's, since you're adding 1.5 weight by equipping Havel's Ring.
It's why nobody really uses it in DS3, you get negligible increases just for having 1 weapon, lightest armour and maybe a few rings, IIRC it becomes pointless between 20-30 weight. It has some use on SL1 and no-hit runs, as well as low SL, but it's generally really useless because of the way it's implemented. On the plus side, some heavier weapons can end up gaining more AR with it despite the weight, so it's not entirely limited to small weapons, so there's that.
