The only "poise" that exists in this game is the hyper armor generated from weapon arts and the attacks of heavier weapons, which makes any kind of build even approaching the classic definition of Tank nonrelevant in this game.
Poise activates during specific actions and from what i remember curved greatswords should have it on all attacks, 1H or 2H. So you getting staggered means one of two things - you are getting hit before/after poise activates/deactivates, or you don't have enough poise. Which is impossible if its literally straight swords that stagger you.
Bad connection could be to blame too.
