How do you even hyper-armor?
I have literally 50 poise, people stagger me when i use a curved greatsword against a straight sword. PVE staggers me easily when i use a great hammer as well.

Should i be doing something different?

As far as I understand it, hyperarmor depends on the weapon (e.g. ultras have high hyperarmor). I think hyperarmor makes use of your poise (in some sense of multiplier of your poise?). So high hyperarmor weapons make good use of high poise.

Poise as you understand it has no effect whatsoever in Dark Souls 3 (even though the system technically is implemented, it has been disabled entirely).

The only "poise" that exists in this game is the hyper armor generated from weapon arts and the attacks of heavier weapons, which makes any kind of build even approaching the classic definition of Tank nonrelevant in this game.

Thats not really true, while most weapon arts have a lot of poise (like stomp), weapons like maces, greatswords, clubs, and ugs have hyperarmor on most of their attacks. Your poise affects that weapons poise health modifier. So I wont be able to trade with a halberd r1 with a 2 handed mace with say, 20 poise. However, I can successfully trade with a halberd r1 if I had 30 poise. These numbers wont exactly be correct, I couldnt find the poise spreadsheet, but the point is, poise just works a little differently in this game.

At 50 poise, you're not getting staggered because you don't have enough poise, but rather because you're being hit in the startup frames of your attack. You need to swing earlier.

Pretty much this.

Poise activates during specific actions and from what i remember curved greatswords should have it on all attacks, 1H or 2H. So you getting staggered means one of two things - you are getting hit before/after poise activates/deactivates, or you don't have enough poise. Which is impossible if its literally straight swords that stagger you.
Bad connection could be to blame too.
