What's the blue meter?
In the gameplay I've seen for DS3 in addition to meters for HP and Stamina there is a blue meter. I've only played DS2 and Bloodborne so I have no idea what this meter is for.

Could someone please tell me?

Focus Points.
It determines spell casts and weapon arts.
It can be increased by leveling up Focus.
Focus also boosts Attunement.

The blue bar is the Mana bar. As the guy before me said it is used for magic spells and sword arts.

Yeah, like they said, it's sort of a mana bar. This game will be much more similar to DeS than the previous DarkSouls games.

its for magic and weapon arts

A welcome change so spells dont have an arbitrary number and you dont have to stack spells in attunement. Leaving more room for better spellcaster builds.

Also MINI SPOILER!!

Seeing Andre is back as a smith he has an option to assign estus which means if you have high healing estus amounts you can then take it out of estus and put it in your Ash estus which refills the mana bar

But melee and non magic ranged classes will still want a few mana flasks to use their weapon arts

Well people will chug the mana estus because all classes need it for weapon arts not just magic users

Also means magic users wont need to carry around those plants to restore spell points

Honestly I don't know how much Focus magic spells will consume, but I really hope I'm wrong in this one... hopefully with adaptability being gone from the game it will get at least a tad bit easier to use magic

Usually Estus chugging is frowned upon in PvP, but in DSIII invaders will be able to chug as well as hosts and summons, so PvP will become a bit more similar to Bloodborne's in that regard.
