I don't have my own Steam Deck but a friend of mine does and after lots of pain and suffering we managed to import the saves. The process is not the cleanest, I'm sure but it worked.
Start by exporting your DS3 saves on your PC and back them up on Gdrive. You'll need them again later. After that, what you'll want to do is add Windows to your Steam Deck, essentially allowing you to dual boot Windows and the Steam Deck's OS. This process is the most time consuming but it's what worked for us. There's lots of tutorials on Youtube on how to do it.
On the Windows Deck, you'll just wanna install Steam, DS3, your saves from Gdrive and a tool to import your saves. This process should be the same as it is on WIndows, just with the added salt in the wound that you're doing it on a Deck. Eventually, if all is done correctly, you SHOULD have a working Windows Deck, as well as all your stuff imported in DS3.
Whether you think this whole ordeal is worth it is up to you. I wish you the best of luck cause messing with hardware such as the Steam Deck in ways like these can be excruciating
I didn't know it didn't have cloud save until now either... FS could feel like an overrated ass sometimes.
