(I'm actually pleased with the situation, even if I think it should have a borderless option as well, but I'm in an unusual situation of 2x 4k monitors for work stuff but a GPU that is only really up to 1080p. Only a few games that do borderless windowed mode also let you stretch 1080p framebuffer to a 4k window, so this is actually better for me. Usually it's a choice of windowed mode that insists on running at 4k and 15fps or a fullscreen mode that makes me wait 5 seconds every time I want to click on the other monitor to reply to someone.)
There are tools that will turn its windowed mode into a borderless windowed mode, even if it does suck that it isn't built in.
