Why no lipsync?
Not that it bothers me, I don't care, but it seems odd to me. Three games (does Bloodbourne have people with glued lips too?), 2016 and NPCs still don't move their lips.

Why is that? Is From Software cutting budget like that or what? Can't imagine lip animations are expensive.

I recall that in original Dark Souls there was like one character that for some reason DID move his lips. Was it Andre the blacksmith? I don't remember but I was suprised to see it.

Is this some kind of "artistic vision" that characters don't move their lips? It's weird.

Wow so I was right, in this game Andre DOES move his lips as well... this is odd

the souls games have always had wonky/non existent/or shyed away from lip movement

The only character I can remember having any lip movement was Andre of Astora in Dark Souls 1

A bit too late to answer, I guess, but I'll try anyway.
It's a theory, but is very coherent. Everything about the lore in DS series demands some research or imagination. It's almost philosophical.

Do the deads can talk? Nope. In Dark Souls, almost everyone is undead trying not to go hollow, and neither of them can "talk". In DS1, the blacksmith can "talk" moving his lips, the serpents as well, but they are not undead or hollow.

I think, when the undead talk to each other, is not by listening, because there's no sound, they just feel.

Well, that's the theory.

Aside from Andre being hundreds of years old, he also revives when killed like the curse of the Dark Sign. And holds a mean grudge to boot if made to do so.

Because most NPC's have the same model the player has, so programming lip movement onto a customisable face is very hard to program.
The fact that only Andre moves his lips when speaking is, for me, a message within the game's story. Andre is the blacksmith who upgrades weapons, embellishes them with gems or repairs them if you use multiplayer. Andre can mean the progress of his word, so if only Andre speaks by moving his lips, there is only one voice, there is only one way to improve weapons beyond +1, there is only one story with 4 different endings, Andre would be the director of the story, with only 4 possibilities to choose from.

The protagonist of the game does not say a single word, he has no voice.

There should be another way to improve the weapons in the game, but it is impossible to know if there is any other way designed by those who developed the game.

But, if you don't finish with the final boss and just head to the DLC, well, you have another story and other endings...
