Technically he is because in the ending of Dark Souls 1 you can either Link the Flames or let it die out. Linking the Flames will essentially make you the Lord of Cinder.
From the Wiki page:
During Phase 1, Soul of Cinder will alternate through 5 various movesets during the fight. It's first moveset consists of standard melee sword swings and thrusts, its second involves the use of soul sorceries such as Crystal Soul Mass and Crystal Soul Spear, its third moveset involves the use of Pyromancy such as Power Within and Great Fireball and its fourth moveset involves Miracles such as Wrath of the Gods and Heal, its fifth moveset makes his sword curved and his moveset is similiar to the Gold Tracer from the first Dark Souls as it even has traces in the air when he swings and he also seems to have a backflip which looks like it belongs to the Dark Wood Grain Ring. Defeating Soul of Cinder will cause it to regenerate all its HP and move on to phase 2
For Phase 2, Soul of Cinder will become far more aggressive making use of a Greatsword and adopting Gwyn's moveset. During this Phase he will use a grab attack similar to that of Gwyn and a 5 hit slash attack which will air juggle you should you be caught up in the attack. He will also make use of Sunlight Spear attacks such as simply throwing them at you or throwing them in the air to create an airborne Area of Effect attack.
First moveset is the Four Kings.
Second moveset is Seath.
Third moveset is the Witch of Izalith.
Fourth moveset is most likely Nito.
Fifth one is Gwyn.
That's my speculation, but the Firekeeper also says something about it being the original lords that linked the first flame either in the normal ending or the Betrayal Ending.
you can see it that way. the description says:
"Since Lord Gwyn, the first Lord of Cinder, many exalted lords have linked the First Flame, and it is their very souls that have manifested themselves as defender of the flame."
it's hard to say thoug. the being is an amalgamation of all the beings who linked the flame. this may or may not include the Chosen Undead, since you could either link the flame or let it die.
I would agree with you but since the timeline in dark souls 3 confuses the ♥♥♥♥ out of me i'm unsure of who would have the choice before dark souls 3 began. If it was the chosen undead, it is more likely he chose the dark lord path, as the firelink shrine in the past is dark.
