By oever an hour, you mean you stayed in just one place right and the boss on host's game hasn't been beaten yet right?
I noticed the summoning sign doesn't show up right away. Give it <7min (while staying in the area), you should see it.
In order to get the best chance at seeing the summon sign if the level difference is more than 20, choose an area with few, or none, signs and a good distance from the popular ones, then make sure you set a password. The higher the level difference and sign concentration, the longuer it'll take to see it.
Consequentially you may have issues in anor londo due to its high pvp locale.
From all the sources I can find on the internet, no one really knows how the servers match players. Many different people come up with many different ways that seem to work for them, I.E. unequip your weapons, use a password thats max length (8 characters), guests place signs down, then host places sign down and then host cancel sign right away. Nothing yeilds consistent results, but one thing is for certain, the password matchmaking system is flawed in v1.03 and Fromsoftware knows and is working on it for 1.04
