Can you kill the first dragon?

If i shoot it with enough wooden arrows it flies away and i get a reward

Is this one of those things where it is a challenge to see if you can kill it before it flies away?

I just want to know if i should shoot at it now, or come back when i have a really strong bow and get a better drop for actually killing it.

Or does it just fly away no matter what?

No, you can't. It flies off no matter what.

You get titanite as it flies away, sort of as if you 'killed it'. But it never dies, it does give you access to a claymore but other than that it's a waste of time.

It flies to a later location in-game, thus you can only kill it later. If you get to said location he will fly there even if you didn't shoot any arrows at him. I know I never "kill" him on high wall. It's unnecessary.

If you shoot him he will fly away, if you do nothing and go on with the story, he still fly away. You can meet him again in Archdragon peak, he his between the dragon-kin mausoleum and the great belfry bonfire. you can still just run past him but if you kill him he drops i think 2-3 of each titanite chunk, titanite scale and twinkling titanite. If you kill him, hit his head, he's very weak on the head.

Actually, I've been wondering about this. On my mage, I remember sitting there beaming it until it flew off, and thinking that with 1-2 more beams I could have actually killed it. Maybe possible with two phantom magi spamming soul stream?

It's scripted, meaning he won't die, it's impossible. Either he can't go below a certain hp because he becomes invulnerable, or he flies away with 0 hp but he won't die either way. Even if you hack you can't kill it.
