Cant use dragon torso and head stone?

So i have both twinkling pieces , but "use" is grayed out and also have the original set, both also grayed out on use...any ideas?

ah ok thank you, wasn like that in 2 cause i would just go havels and big weapon in pvp then pop those n switch to daggers n change the game up on peeps with the swiftness mid fight ^.^ kinda lame they make you hafta be naked, but thanks again!
