The weaponart is. Other than that I haven't seen someone using another attack so I guess not.

If I use its standard attacks I most always land a hit. Weapon art too slow for my taste. And you have to consider you have to land MANY hits if you want to use it as main weapon. Maybe as second weapon viable? Cannot be parried I assume?
I hate it that you cannot backstab with whips anymore though. ♥♥♥♥ the realism.

You can Backpunch someone with your bare fists, its not even realistic with the ingame logic

As a secondary weapon on a Pyromancer, it's pretty good, the weapon art suprises a lot of people

The weapon art is cool and it hits for a decent enough damage with a very long reach, the Strong attacks have also a nice reach and good hitbox since you swing the whip horizontally, but the animations are kinda slow, so hitting someone can be a little more tricky than with other melee weapons.

It's a good weapon if you have under 30% equip load. The dodge-attack of the whip has very good range. If people also try to get up in your face, you can use the weapon art. And if they keep trying to walk into your face, you can just bait them into a sacred flame.

doesnt surprise anyone because thats the only thing people use

Weapon art surprised me the very first time someone used it (they just spammed / staggered me to death with it too). All encounters after that... I'd say it wasn't very effective. Lots of damage though
