You can do whatever you like. DS 3 gives you an option whether to go straight to NG+ right after killing the last boss. If you say no you can just use the bonfire at Firelink Shrine instead.

Yeah, you can even get the ending scene for whatever ending you've chosen, just say 'no' when it asks if you want to begin journey 2. You can start NG+ any time after at the Firelink bonfire. Most NPC quests cannot be progressed after SoC is downed though. Hawkwood is a possible exception.

No, you can't. Hidetaka Miyazaki will spawn and body-block you from walking through the door. You can't kill him, either, as he is the only individual in the game to actually have poise.
