How long does it take for the "draw out true strength" from Yoel of Londor to reset?

After every 2 deaths you can lvl up once for free.

You have to die in the meantime I think.

Isn't timed, you have to get more hollow. On your stats screen you can check how much hollow you are, 15 is max to get all the levels from yoel, so just keep dying.

Just kill yourself in the nexus till you finish it, that is what i do.

i recommend jumping off near cliff udnerside bonfire until at 16 hollowing - otherwise its likely yoel just dies before you reached his max draw out to get yuria

Yoel dies after you defeat the Abyss Watchers.

If you didn't get your 5 levels then you never will for that playthrough till NG+.

And if you cured/removed them Yuria never comes back either I think.

You need like 16 or 17 Hollowing level to get all five levels. You also already failed the quest by defeating Abyss Watchers.

Yep, dying in the shrine area is the best way to blast through it, as long as you don't mind leaving behind some suicidal blood-stains :P You'll know you're done when he gives a different dialogue after selecting the draw out strength option.
